The sixth-month J Street construction project that stretched to nine months is now substantially complete and traffic can now flow across the Willow Street Bridge.
The city of Madras and Jefferson County shared the cost of building the Willow Street Bridge in 2005.
In 2021, Federal Emergency Management Agency inspectors discovered in a major flood event, the bridge as designed would direct flood waters into the nearby Pines neighborhood.
The fix required extending the bridge 160 feet to the west. The county and the city split the $4.5 million cost.
Construction on the project began April 6 closing traffic on J Street between McTaggart Road and City View Street. The detour took drivers on McTaggart and Grizzly roads.
Missed deadlines in moving utilities and unexpected challenges with concrete footings put completion of the project three months past projections.
In addition to extending the bridge, work included grading, relocating the walking path and engineering a berm with flow control structure.
The contractor will return in the spring to install permanent pavement markings and hydro-seed the surrounding areas of disturbed ground.
Once the project is complete, the city will update the 100-year floodplain map.
